'Make you a new heart' is an imperative, and it is impossible — which the book knows. In 36:26 God says he will give a new heart and put a new spirit within them. The tension is deliberate rather than a contradiction: the command establishes that it must happen, the later promise establishes who does it. Between them sits the plainest statement of God's disposition in the prophets: no pleasure in the death of anyone.
